I think she would have read about it in newspapers, or her fiance. It was a joint effort between the government here and the New Zealand authorities, unemployment here and labour required there. Particular skills would have helped, and a "marriage market" potential!! She would have been able to read, her position at home would have been limited, brothers would have inherited tenancy etc, her options going into service etc, boyfriend emigrating already would have sent for her. Not sure what old Newspapers for the time are available on line, I know they have them in the Devon Record Office/Heritage centre. And they were full of adverts for just about everything.
