As Paul says, the Southcomb Lloyd Webbers do hale from Devon. Lewis Southcombe and Elizabeth Gaydon from Swimbridge had a son called John, and his daughter Jane married Elias Webber. They lived in Jersey before returning to Pilton near Barnstaple. Their son, William Southcombe Webber was a grandfather of the composer William Southcombe Lloyd Webber (father of Andrew and Julian).
I am also pretty sure that your William was the son of William and Jane from High Bray. Before that they were in East Buckland for a couple of generations, where they moved from Rose Ash. It is likely that the connection between the two families is way back - with probably two brothers Robert (your ancestor) and George (the ancestor of the Southcombe Webbers) - they were born in the 1530s-1540s.
