Take last date minus 4 (and minus any Sundays or holidays). 30-4=26 for Nov. 31-4-1=26 for Dec.
Count backwards 4 days from the last day of the month, skipping Sundays and actual holidays. Thus, for November, the last day is the 30th. Counting back four days is the 26th. (No holidays or Sundays involved.)
For December, last day of the month is the 31st (Monday), counting back four days, skipping Sunday, is the 26th, a Wednesday.
So, for both months, LSD (Last Signing Day) is the 26th.
