I just called the SOS this morning and your info is correct. Apparently any notary whose commission renewal is on or after 1/1/08 will need to submit a whole new set of fingerprints and a photo, every four years. I read the legislation and there is no reference made to renewing notaries at all. I was also told by the SOS that all notaries are now considered new notaries. There is no such thing as renewing, reappointment, recommissioned, etc. with the new legislation that was passed.
