If I were in your shoes, I would call the SOS and ask them who, what, where, do you submit that information so as not to delay the rewewal of your commission any longer than necessary.
In addition, I wouldn't have asked CPS the question, since clearly, as you state, it wasn't required at the time you took the test. However, they've already done their job, so I wouldn't have called them at all. This is a SOS issue, call them.
Waiting for the SOS to send you notification of the requirement to submit livescan and photos will definitely cause a delay of receipt of your new commission. And I would suspect, your current one expiring before your new commission arrived.
