This is where we will probably agree to disagree.
Your speaking of notarizing a document that enables the in-laws to receive money. You stated that your husband is their only heir. Your posting states that you live in CA. CA is a community property state, anything that is your husbands is yours. Anything he stands to inherit, you also inherit. This isn't any different than real estate deeds. Both involve money that is part of their estate. Upon their death (someday) you will receive benefit.
Now if it's some job application, foreign visa, or other benine non monetary document, sign away.
