Think about it... Why would the SOS waste time figuring out who to send what? Seems to me it makes the most sense for them to send the entire list of new commission #'s issued to their entire list of authorized stamp manufacturers. I hope that the postage would be less than their cost in time to figure out what to send to whom. (I somehow don't envision them having sophisticated computers and a database that they can sort at will, but I could be wrong...
)
