Your handbook sounds pretty definitive to me, Brandon. It states you need EITHER a metal seal or a rubber stamp..
"Oklahoma law allows for the use of either a metal seal, which leaves an embossed impression, or a rubber stamp. All notary seals shall contain the name of the notary public and the words “State of Oklahoma” and “Notary Public.” The expiration date
and commission number may be part of the stamp or seal."
It also says:
"A notary public must authenticate all of their official acts, attestations and instruments with their notary seal, official signature, commission number and the expiration date of their notary public commission."
Sounds to me like you need a seal and since the second part states you MUST autheticate your official acts with your seal, you can't do that until you get it.
Your boss is going to have to relax and wait. And even though your boss may have paid for you to get your commission, as stated, your boss doesn't own your commission - you do - and you're responsible for all notarial acts you do in addition to being responsible for the security of your seal and journal, if you keep one.

: documents without a stamp/seal, just
