Hi, Amy: You didn't mention anything about taking the required class and the state test. Did you do all that? Then, CPS sends in the results - along with your application and photo - and SOS is supposed to send you the form to get fingerprinted and checked by FBI and DOJ. So if that's all done, then I'd call the SOS and find out what the holdup is.
(Actually, I just went into the SOS office in downtown Sacramento, and the nice SOS lady checked that they had all my stuff and handed me my the seal authorization on the spot, but I guess that depends where in CA you live.)
