I'm guessing the lady is threatening to have you arrested because you haven't taken care of this and you've had months of notice.
I personally would call PennDOT and ask what to do. Then, I'd call the other lady and meet her at a DIFFERENT notary's office and tell them the problem. Hopefully, their solution will be the same as PennDOT's. You and the other lady should each bear your own costs to fix this.
THEN, after YOU'VE taken care of what's necessary to get the correct plates on the proper vehicle, send the original notary a copy of the bill and ask for reimbursement within xx days or you will file a small claims w/the magistrate.
Why do you think you get free tags just because someone made a mistake? Getting reimbursed for fixing that mistake is a different situation but the original cost? That's not going to happen unless the guy is filled with good will and I'm betting he's not.
