While the CA Notary Handbook states what ID is acceptable, it doesn't exactly address how we are to compare the ID name to the name on the document.
When I taught, I did teach, ID can have more than, but not less and can't be different. But, the wording on the certificate states that the notary was presented "satisfactory evidence." So it's very ambiguous. What is satisfactory to one notary, is not to another. This is because some don't have the integrity that others do.
