Check with your court clerk. Some states, such as Florida, allow the claim to be filed in different venues, including the county/state in which the event giving rise to the suit occurred. Thus, you can sue anyone, anywhere, and file the suit in your own county small claims court. Again, check with your court clerk for venue determination for your suit.
