AFAIK, the TEA program at the NNA is no longer being offered. (May be on hold. I don't really know, but all links to it have been removed.)
As far as your stimulus payment, it depends on when you submitted your return and whether or not you selected direct deposit of your refund (if you had one) on that return. If you owed and submitted your return late in the season, your check will be late in arriving. I know of two people who mailed in their returns in April and still have not received their payment. One person who mailed their return in at the end of March, received their stimulus check just a few days ago.
